Two Paddy O'Rourke saves around the 26th minute kept Meath in the hunt.
O'Gara's goal for Dublin came after 43 minutes.
Meath's goal came in the 60th minute from Mickey Newman.
Points in injury time from Philly Ryan and Eoghan O'Gara earned Dublin an O'Byrne Cup semi-final win over Meath at Pairc Tailteann on Sunday.
